Expression of interest
Two-stage funders use the EOI to decide who gets to apply properly. Treating it as a form-filling exercise is the most common reason strong projects never reach stage two.
The EOI is normally assessed against eligibility and fit rather than detail. Funders are asking whether this organisation, doing this work, in this place, is the kind of thing they fund — before either side invests in a full application.
